UPRR Narlon Bridge Replacement

PRESENTATION ABSTRACT
Union Pacific Railroad (UPRR) recently completed the replacement of a 125 year-old steel and iron braced tower bridge over San Antonio Creek at Milepost 291.33 Santa Barbara Subdivision near Lompoc, California. The nearby historical Narlon station location serves as the namesake for the 720-foot-long and 80-foot tall bridge.

Collaboration among numerous entities and stakeholders was critical to project success. A scaled CM/GC-light process was used to deliver the project after years of slow progress. As this line is primarily a passenger route, LOSSAN provided funding for the bridge replacement as part of a package for infrastructure state of good repair and safety improvements. The unique coastal setting for the bridge results in moisture cycles and high chlorides driven by prevailing winds off the Pacific Ocean. On-road access is only available through Vandenberg Space Force Base (VSFB).  In August 2021, the culmination of extensive planning and collaboration led to a highly successful bridge changeout during a 2-week curfew. This presentation will focus on challenges and solutions developed by the team. Adopting a collaborative approach on similar future projects is recommended based on lessons learned from the Narlon bridge replacement.

Nate regularly manages design, replacement, rehabilitation and maintenance projects for railroad clients. He is a long-time member of ASCE.
