Lowell Blankers and Adam Nebel, US Army Core of Engineers

Presentation: USACE Omaha District presentation on the Section 408 Program and other related USACE programs/regulations/policies, involving proposed alterations to USACE Civil Works projects (i.e. Flood Risk Reduction Projects).           

Mr. Blankers has worked for the Omaha District USACE for that past 18 years.  He has served as the Omaha District Levee Safety Program Manager for the past 7 years and is responsible for overseeing the Omaha District Levee Safety Program.  He oversees the planning and execution of levee inspections, risk assessments, and technical assistance to levee sponsors. In addition, he provides support to Emergency Management during flood response and flood recovery.   Previously he worked in the Flood Risk and Floodplain Management Section serving as the technical lead for the Omaha District Levee Screening team, as the South Dakota Silver Jackets lead and as a hydraulic modeler.

Adam Nebel is the Section 408 Coordinator and Program Manager for USACE Omaha District. Mr. Nebel has worked for the USACE Omaha District for the past 15 years.  He has served as the Section 408 Coordinator since October 2024. Mr. Nebel is responsible for managing the Section 408 Program, overseeing all alteration/modification requests to Omaha District Civil Works projects, including flood risk reduction levees, channels, dams/reservoirs, Missouri River Navigation Chanel, ecosystem restoration projects, and other USACE project lands. He also provides support to the Readiness Branch for technical reviews, and the Planning Branch for environmental compliance.  Previously he worked in the Environmental Resources Section for Planning and the Regulatory Branch, Nebraska Office.
